If there are any restrictions on redistribution, then it is not copyleft. A company could sell GPL licensed code but there would be nothing to stop the buyers

If there are any restrictions on redistribution, then it is not copyleft. A company could sell GPL licensed code but there would be nothing to stop the buyers from distributing it any way they wanted, including freely.
