There are a few partial re-implementations of Pico-8. One is PicoLove (https://github.com/ftsf/picolove https://github.com/ftsf/picolove) and I've seen reference to another one that generates standalone binaries (I think Terry Cavanagh made it?).
Zeb has said on Twitter that he's fine with people building new runtimes.
