The old human rules shouldn't apply to robots, they obey programmed rules rather than humans which are real wildcards. The 25mph speed limit is a statistical number chosen based on accident numbers with human drivers.
A robot might not need to stop at a traffic light for example. Their perception, reaction and concentration is going to be far greater than any human.
