A friend of mine used to live in the high rises visible in the background of the "Les Orgues de Flandre" picture and it was bad. Between dealing in the lobby to urinating into the elevators you had pretty much the entire spectrum of shit going on. Apparently they cleaned it up some by now. Amazing is the fact that he still lives in the 19th (which is a very cool part of Paris in lots of respects) some 250 metres away and it feels like a completely different world.
