Didn't Snowden get his documents without leaving a trail? There are several other articles saying their internal controls are/were very poor.

  I suspect they are stricter now - and I though Snowden socially engineered his way around some of the bariers. And I suspect actual access to the live data might be more locked down. Snowden seems to have harvested a load of docs about the process but not that data.

    ^This. There is an awful lot of perception of what Snowden got that in no way lines up with the presented reality.

    You hire for the smartest tech whiz and then try to restrict what they can do via internal controls. Yeah, I can totally see that work.
