I was recently in Delft, NL - I saw hundreds of cyclists - only 5 or so with helmets and they were children / in lycra. Nor gloves. In the UK I always wear both. It is the environment that makes the difference. People in Delft are not going 20mph like I do. They are casually cycling from one part of town to another in their normal clothes.
