I don't think they came back 'disappointing' and I don't think they are worried about PR. I think the cost of extracting is not worth it with the current price and current political risk (a moratorium? higher fees? etc)

Exactly. Shell isn't at all worried about their reputation. They find Greenpeace amusing more than anything. Arctic oil is expensive and at current prices just isn't profitable. Watch to see if they keep the drilling licenses or sell them off to another play with more cash like ExxonMobil.
