The only way to get good candidates is to optimize your hiring pipeline to the point that you can hire someone in less than two days and fire them within 2-4 months if it becomes clear things are not working out. Doing anything else is just a waste of time, money, and effort. There is no proxy out there that will give you only the candidates you're looking for.
