You can use iptables to rate limit connections:
-N SSH_RECENT
-A INPUT -m state --state NEW -p tcp --dport 22 -j SSH_RECENT
-A SSH_RECENT -m recent --set --name SSH
-A SSH_RECENT -m recent --update --seconds 60 --hitcount 3 --name SSH -j DROP
