I had similar thoughts, but there's still plenty of low-hanging fruit for Apple to snap up human-driven car marketshare even if it isn't a growing market. By the time they might plateau, they'll have experience under their belt as they adjust to a fleet model. And Apple is not purely consumer-oriented, of course. If they can work with IBM, they can work with any company that wants a fleet.
