Mayor does not trump congress, unsurprisingly.

  It depends on the issue at hand. A Mayor can put together a deal that will bring an employer(and all of the jobs that it brings along) to a municipality, congress doesn't do that. A Governor can influence the business climate of a state. There's a reason why manufacturing jobs are moving to southern states.
