The author really wanted to use the "only in Texas" tag, but if you read closely you notice the main driving factor was a Federal subsidy; nothing at all to do with Texas. (And as other commenters have noted, other regions and countries also have occasional negative spot prices.) I'd say something snarky about "only in slate", but of course, they're hardly unique.
