When and why did the stupid cookie agreements ever start?!

  I think the agreement was a record that the user was informed. Here though, can you claim innocence because you weren't informed that doing illegal things on this wifi network were actually illegal?

  When? 2011. Why? Privacy. But tracking companies have decided that instead of giving users the privacy the law was meant to deliver, it was preferable to ruin their browsing experience to obtain 'consent'.
