Financial management, hiring/firing, KPIs, 360 reviews - none of these things are lead developer responsibilities imo. That's management work. I prefer the two be separated. In my experience, the last person you want leading development is a manager or, worse yet, a good lead developer that is shoe-horned (probably unwillingly) in to management. Maybe that will be something else he learns soon :)
