While I agree with you, you'd be very surprised. Usually even if CEO, CTO (etc.) understands the logic behind it they still have this paranoid thought: What if my employee is actually slacking off instead of just being very efficient? How can I know? Maybe if I make everyone sit at their desk for 8 hours I can avoid being overrun by a bunch of slackers?
