Psychopaths with incentives. Like as you said, people normally don't kill others, even when heavily incentivised to do so. In this case, the laws provided perverse incentives, and in a country with so many people, it is not surprising that psychopaths are involved in traffic accidents every day. Interpreting this as somehow about Chinese culture etc. seems to be over the top IMO. Sure that law is bad, but other than that, there is no news here.
