The worst thing is IMHO (when what was stated is true) that the state uses lottery spending on education to withdraw tax money from education. Education is (or should be) one of the major duties of the state. When this is more and more committed to charity, than we are about to loose one of the main pillars of modern society. Already, education of the masses is getting weaker and weaker in many countries, so that the better of people send their children to private schools ... and that is a growing trend. But of course, when taxes have to go down and down (this is a political manifesto today in some countries), schools and people will loose.
