I'm an avid biker (own 4) and Divvy user. I'm in the group that rarely (if ever) uses a helmet on a bike share bike but always on my own bikes, and to be honest it seems perfectly safe. The bikes are slow, very heavy with a low center of gravity and very easy to hop on/off of. It's difficult to fall off them in a way that a helmet would matter.
Obviously a helmet is better than no helmet but the biggest time you'd need one on those bikes is if you get hit by a car. Avoiding the crash completely is the best bet there. Having more people on bikes (so drivers know to look) should do more for safety than wearing a helmet.
