it's plausible that the crackdown was triggered more because VPN's are becoming easier to use and targeted to wider audiences (and so more common among non-power users), rather than a paranoid clampdown. as i understand it, vpn's used by multinationals are allowed if registered w/the government, and the gov't has listened to the tech-dependent before, e.g. unblocking github. the situation is sincerely a mess, tho.
