Why go through Internet access providers in first place? Just get a radio transmitter and start broadcasting on short waves with encrypted digital modes... at least for short, critical transmissions.

You just need to swich frequencies quite often and randomly, in order to avoid that the bad guys will track you down..." A: "No, 1.2kpbs is not enough, thanks but I prefer censorship." Is that what you're saying?
