I'm pretty sure it would be impossible to work as shown in the video. E-Ink needs a layer of electrode "pixels" to change the color, and that kind of implant would require all sorts of government approval. Interesting concept though, and it might be possible to set the pixels by setting a panel with electrodes against the skin. Then hopefully the tattoo would stay until reset.
