Voice URLs would solve this problem. If we can adopt a semantic, human-readable linear standard for voice actions, then the user can choose which app to take action on the URL/command -- just like we do now on Android with http(s)/ftp/ssh protocol and URLs that match root app domains (i.e. choosing which app we want to open a twitter.com link).
