AFAIK you just need a recent Visual Studio version for Windows Phone dev. VS 2015 works perfectly fine on Windows 7.

VS 2015 works perfectly fine on Windows 7.
- ZenoArrow 11y agoI may have done something wrong but I wasn't able to install the Windows Phone 8 development tools a couple of weeks ago (Win 7 x64, VS Ultimate 2013).
- blackbeard 11y agoYou need Windows 8.1 for it due to the Hyper-V and WDDM dependencies.
