You can buy services with a credit card that are legal in one country and not in a different one. Theoretically, you can not be punished in your local legislation for operating in other countries. E.g. you can buy/rent servers in Hong Kong (or Taiwan) for providing world-wide free-speech services (you can be blocked from China Mainland, though, but not punished for that -I'm not 100% sure about this, you'll probably be able to find less extreme examples-).
